Longcoats Longcoats joined Azkadellia by choice or by draft or in the cases of some criminals, by court-order. Those by choice tend to be a malicious group and often find places of power in the organization. Those by draft, have little innocence left after being with the "other" lot for years and having to do many terrible things.
The Longcoats were Azkadellia's personal army. Unlike the Tin Men, there was no pledge to protect the Outer Zone, only a pledge to the Queen. However, with out leadership, the Longcoats are simply trying to maintain some control over the populace, accustomed to only one kind of life...The life of brutal soldiers.

The Raiders Grouped in Central City, the Raiders are a gang of pickpockets and thieves, that have banded together for protection from Tin Men, Longcoats, The Mob and any other groups that should arise.
They steal when possible and, under the tutelage of their leader, they can plan quite brilliant break-ins. They are fantastic at blending in and getting missions accomplished without raising any alarms. Their "command center" or base is The Shaggy Man Tavern but they live in places like the slums or the sewers.

The Tin Men / Central City Police Tin Men enforce the law throughout the Outer Zone. They were once quite common and were looked upon with admiration by civilians and fear by criminals.
Azkadellia's reign changed all that. Her Longcoats have taken the place of Tin Men where possible, keeping peace by violence. The Tin Men either became figure-heads that stayed out of the Longcoat's path, became corrupt and began accepting bribes, or secretly joined the rebels.
Now, the Tin Men are a conflicted group. Uncertain of their role in the Outer Zone and hoping their sins in the years before will not come into the light. Recently, Lucian Bock has been assigned as police chief by Queen Ozma to turn the Tin Men into a loyal, trustworthy and moral organization once more.

The Mob Based in Central City, the Mob is run by the Father, a cunning man named Roman Glabrio. It is a family business that has been part of the fabric of the city for decades. It is seeing new prosperity under Roman's leadership.
The Glabrio's play dangerous games with each other, each member vying for power and hoping to not meet a mysterious end.
The Mob favors guns and will make hits on anyone to stand in there way. They appear as business-men or as regular citizens but they trust no one and have loyalty only to the strongest leader.

The Royal Guard An illegal organization during Azkadellia's reign, the Royal Guard has been reinstated with many former rebels joining. Others have joined from the Longcoats, seeing no future in a despised army without a leader or function. The official military of O.Z., the Royal Guard is currently based in Finaqua where basic training and organization is attempting to take place.

The Wheelers Speed-freaks. Gearheads. Riff-raf. The Wheelers have only been in operation for a decade, but they have left their mark on Central City. While the most common crime, the auto-cycle gang commits is speeding violations, they have no problem with assault or armed robbery. All gang-members carry curved knives known as Wheeler blades and use names like Zoom, Grease or Boom.
Wheelers live in a cobbled town in the slums crafted of old garages and factories. Most gang-members fall into the category of racer or mechanic and they are growing more sophisticated as the years pass.
Recently some gang-members have been undergoing surgery to add cybernetic enhancements to their bodies. The most common improvement are done to the arms, lengthening them and adding hidden tech - motorized wheels that flip down or weaponry.
